Some specific species of plants are considered as an asset of the area, especially for states, countries etc. So, you are prohibited to move with them. According to the state regulations certain plants require a “Gypsy Moth Inspection Certificate”. Some states like California, Arizona and Florida are extremely cautious about granting permissions to plants from other state.
Moreover, the rules set by Household Goods Carriers’ Bureau Tariff restricted all shipments with perishable products like food, plants etc. But you can be allowed to relocate with perishable products if only delivery is possible with in 24 hrs or if the shipment is with in 150 miles.
After moving to a new state you might not be allowed to implant your plant in the outdoor soil. Probably, you would have to keep your plants indoor and use sterilized soil. You may purchase sterilized soil from a local lawn or garden shop that will have the right combination of the required nutrition like loam, peat or sand for adequate growth of plants.
